The biggest investment opportunities in Dubrovnik arise from the pronounced supply deficit and price surge in several segments, creating space for new projects and smart investments.

New apartment construction for local residents

  • Chronic deficit: As many as 500–700 apartments are missing, while new construction is practically stagnant or minimal. Small buildings with 6–12 units do not cover the massive demand, making mid-sized residential projects highly attractive.

  • High prices of older apartments (€3,700–€6,200/m²) and growing rental costs (up to €1,000/month) enable fast return on investment, especially with favorable new construction financed through accessible credit lines and subsidies.

Adaptation and repurposing of vacant apartments

  • In prime locations, a significant number of vacant residential units exist, some of which belong to the state. Investments into adapting, repurposing, or purchasing such apartments for long-term rental (particularly for tourism workforce housing) provide stable income and fast appreciation, without the risks of seasonal tourism.

  • Protected rents and state support measures further increase investment security.

Premium segment: luxury villas and tourist properties

  • Supply of luxury villas (€1.2–5.5 million) is limited, while demand for such properties for rental or sale by investors and loyal visitors remains stable, especially if the properties offer individualized experiences, privacy, pools, facilities for business groups, or digital nomads.

  • Investments in exclusive properties with added tourism products (wellness, concierge, thematic concepts) can generate multiple value gains due to the scarcity of such assets.

Building land and suburban development

  • Given the housing construction deficit and the impossibility of expanding the city center, the urban periphery and satellite settlements are becoming attractive for the development of family-oriented aparthotels and multi-residential buildings.

  • Land with clear documentation and infrastructure offers opportunities for portfolio diversification and long-term capital gain.

Investors are advised to focus on new housing construction for domestic residents, adaptation of vacant apartments, and development of premium villas, while investment in land and tourism properties on Dubrovnik’s outskirts is a strategically logical move in light of long-term demographic and tourism trends.
